Sub: Irregular deduction of Pay (TRCA) for not attending RPLI meetings by GDS –reg
            Our Postal JCA and GDS of Erode Division were shocked to note that Basic TRCA with allowances was shortly drawn without any notice to the GDS concerned to whom short payment was made.
            On enquiry, it is understood that the ASP, Erode South Sub Division had ordered “Dies-Non” to the GDS who could not attend RPLI meetings arranged by the ASP Erode South Sub Division.
            At present RPLI meetings are being held on all the Saturdays in all sub divisions. In spite our JCA’s request made several times, the meetings are conducted outside the working hours of GDS. Moreover, neither Bus fare nor DA is being paid to the GDS attending the RPLI meetings.
            Our JCA has already pointed out to the officers at all levels that canvassing RPLI business is the duty of field staff viz IPO / ASP/ Mail Overseers.
            Instead of conducting meetings among the public who are the prospective investors, they are held often to the poor GDS. At all meeting the GDS are threatened and are addressed singularly without keeping any official decorum.
            Every BO is having a very limited area. In these days of spiraling prices of essential commodities, the people in the villages are not able to invest in RPLI year after year. Without taking this reality into account, the administration is blindly pressurizing the GDS to achieve the unrealistic target. Inspite of the above situation, our GDS are trying their level best to procure RPLI business / opening of SB/RD accounts with a view to co-operate with and to have a congenial atmosphere between the staff as the administration.
            There may be reasons like preoccupation to attend to social commitments and even for want of money, one could not attend such RPLI meetings.
            Even under the above explained adverse circumstances, our GDS are trying their level best to procure RPLI business.
            This be the case our JCA vehemently condemns the action of the ASP Erode South Sub Division in issuing dies-non. This is not based on any rules / orders on the subject.
            We therefore request the SSPOs to withdraw the orders of the ASP today itself, failing which, our JCA has no other option but to launch trade union action apart from taking this issue with the HUMAN RIGHTS COMMISSION.

            A copy of representation addressed to SSP, Erode on the above subject is enclosed for immediately taking up the issue at the Regional / Circle /CHQ level. About 25 GDS officials were affected by this pay-cut (1 to 4 days pay cut was made to them).
