CBS /CIS

Online Application for Withdrawal under New Pension Scheme
The Pension Fund
Regulatory and Development Authority (PFRDA) had issued a Circular dated
February 25, 2015, making it mandatory for all the Nodal Offices to
process the withdrawal claims of their underlying subscribers on the
online platform made available on the Central Recordkeeping Agency (CRA)
system from April 1, 2015. However, it was observed that majority of
the withdrawal requests were still being received in physical form
(without capturing online withdrawal request) resulting in delay in
processing of withdrawal claims of the subscribers. Therefore, it has
been decided that with effect from April 1, 2016 only such withdrawal
requests raised on online platform will be accepted at CRA for further
processing and settlement.
This was stated by Shri Jayant Sinha, Minister of State in the Ministry of Finance in written reply to a question in Lok Sabha today.

Availing of Benefits of CGHS Wellness Centres
CGHS
beneficiaries including senior citizens can avail of specialist
consultation from any government institution of the Central Government,
State Government or local bodies. However, to avail of a
procedure/investigation from a private empanelled hospital, a referral
from the concerned CGHS Wellness Centre is necessary.
Following efforts have been made to provide better services to the senior citizens/pensioners:
1. There is a separate queue for senior citizens/ pensioners at registration counter and pharmacy counter in the CGHS Wellness Centres.
2. Senior citizens / pensioners can consult CMO i/c without standing in queue.
3. In case of emergency, CGHS beneficiaries including Senior citizens / pensioners can visit any hospital, empanelled or non-empanelled and avail medical treatment without any referral.
The Health Minister, Shri J P Nadda stated this in a written reply in the Lok Sabha here today

Don't take action on anonymous graft complaints: CVC to departments
CENTRAL
VIGILANCE COMMISSION
GROUP POLITICS

There is no need to take action on anonymous or pseudonymous complaints of corruption against government employees, the Central Vigilance Commission (CVC) has said.
In its directive to all ministries and public sector undertakings, the Commission said that such complaints only needed to be filed.
The directive to all Ministries and Public Sector undertakings comes after CVC received references from departments and organisations seeking clarification on the action to be taken on anonymous or pseudonymous complaints, which were acted upon.
"No action should be taken on anonymous or pseudonymous complaints in line with Commission's present instructions dated November 25, 2014 and such complaints should be filed," it said.
The anti-corruption watchdog has been clarifying on the issue since 1999. In its guidelines issued yesterday, the CVC said the action pursued on anonymous or pseudonymous complaints prior to the issue of 1999 circular can be "pursued further to its logical end".
Material or evidence gathered during the investigation or verification of anonymous complaints when the action was prohibited on such complaints, or when such enquiry was initiated without the approval of the CVC, can be utilised for further initiation of disciplinary proceedings on misconducts noticed in such verification or enquiry, it said.
The Commission usually gets a number of complaints against a government employee when he or she is being considered for a senior level post or for some important assignment, a senior CVC official said.
"The intention behind filing such a complaint is intended to delay the process of granting vigilance clearance to an employee. People have been asked to give verifiable details of corruption charges along with their details so that prompt action can be taken against guilty and to ensure that honest officers are not harassed," he said.
The CVC gives vigilance clearance to senior government officials being considered for foreign postings, central deputation or other appointments.
All Chief Vigilance Officers--who act as distant arm of the CVC--have been asked to follow these latest guidelines while processing anonymous and pseudonymous corruption complaints, the official said.

KHADI MAY BECOME FRIDAY DRESSING IN GOVT OFFICES.
NEW DELHI: Friday dressing may have a new meaning for government employees - wearing khadi to work.
The
government is considering a plea from the Khadi & Village
Industries Commission to appeal to employees to wear clothes made from
the hand-spun fabric at least once a week as part of a plan to boost
khadi production and benefit small weavers across the country.
"We are discussing this with the government and we will make an appeal. Employees can wear it to work on just one day," KVIC chairman VK Saxena told TOI, when contacted. Sources in the government said the entire exercise would be voluntary but the idea is to increase sales. "Even if everyone buys one khadi garment, imagine the rise in sales," said an officer. The central government currently has around 35 lakh employees, which does not include the railways and defence personnel.
Officers,
however, are not opposed to the plan. "I wear handloom saris most of
the time. It's not a big deal," said an officer. Another officer
described it as a "good idea" and added that a lot of officers were
already wearing Fabindia shirts and will probably need to add one from
Khadi to their wardrobe. Separately, KVIC is entering into tie ups with
companies such as Fabindia and Raymond to retail high-end khadi at some
outlets.
Prime Minister Narendra Modi has emerged as a brand ambassador of sorts for khadi urging people to buy. This has already provided a fillip to sales. In fact, boosting production is now a major challenge for KVIC, which has separately sought to push khadi for uniform in government schools, defence forces, railways and Air India.

"We are not seeking charity. We are competing on the basis of quality and price," said Saxena pointing to a Rs 40 crore tender that KVIC recently bagged from railways. He also said that some private companies such as JK Cement had decided to completely shift to khadi uniforms.
He acknowledged that stepping up production was a focus area and said that he was targeting to increase the share of khadi in textiles production from 1% to around 3-3.5%. KVIC is seeking to step up push production growth beyond the 7% levels in recent years.

Good news! Now non-entitled employees can claim LTC on air travel
New Delhi: All non-entitled central
government employees have been allowed to travel by air while availing
Leave Travel Concession (LTC) with a condition that reimbursement in
such cases shall be restricted to the fare of their entitled class of
train or actual expense.
The
Ministry of Personnel had recently eased norms for processing claims of
LTC -- which allows grant of leave and ticket reimbursement to eligible
central government employees to travel to their home towns and other
places.
"Government employees not entitled to travel by air may travel by any
airline. However, reimbursement in such cases shall be restricted to the
fare of their entitled class of train, transport or actual expense,
whichever is less," an order issued by the Ministry said.
The move comes after the government received a number of queries in this
regard. In many cases, employees did not have railway station or good
road network to their home towns and they had requested for permission
to travel by air to save time, which was being denied, officials said.
Now, they will be allowed to travel by air and by any airline, they
said. At present, those entitled to travel by air have to mandatorily
travel by Air India.
A government servant may also apply for advance for himself or his
family members 65 days before the proposed date of the outward journey
and he or she would be required to produce the tickets within ten days
of the withdrawal of advance, irrespective of the date of commencement
of the journey, as per the new norms.
There are about 50 lakh central government employees.
All central government employees have been asked to share photos and interesting details of their holidays.
The DoPT has decided to put a limit of one month for verification of LTC
claim after the LTC bill is submitted by government employee for
settlement and final payment.
"Efforts should be made to reduce the duration of processing of LTC
applications or claims at the earliest. The maximum time limit should be
strictly adhered to and non- compliance of time limit should be
adequately explained," its directive said.
