DEMANDING IMMEDIATE SETTLEMENT OF THE 21 POINTS CHARTER OF DEMANDS SUBMITTED TO GOVT. (SEE CHARTER OF DEMANDS PUBLISHED BELOW).
A massive Parliament March was conducted on 15th December 2016, as per the decision of the Diamond Jubilee year National Conference of the Confederation held at Chennai in August 2016. Central Government employees from all over the states belonging to all affiliates of Confederation participated in the March and Rally. Autonomous bodies employees and pensioners, Central Government Pensioners etc. are also extended their support and solidarity by joining the rally.
Inspite of cancellation and delayed running of several trains in North India due to fog and also the havoc unleased by the Cyclone in Tamilnadu, participation of about 15000 employees in the Parliament March and Rally made it a resounding success. As decided by the National Secretariat One day Strike on 15th February 2017 was declared in the Rally.
The rally after the Parliament march was presided over by the National President of the Confederation Com. K. K. N. Kutty. Com. M. Krishnan, Secretary General, announced the decision to go on one day nation wide strike on 15th February 2017.

VAN Namboodri, Senior Leader of BSNLEU, all other National Secretariat members of Confederation, Leaders of Central Government Pensioners and Autonomous bodies Pensioners, and Autonomous bodies employees were also present in the dais. The rally condemned the authoritarian attitude of the NDA Government and also the breach of assurance given by Group of Ministers to NJCA Leaders and demanded immediate settlement of the 21 point charter of demands submitted by Confederation to Government.
The overwhelming participation of the employees in the Parliament March and rally and also the declaration of the one day nationwide strike will definitely have far-reaching implication among other sections of the Central Government employees. Further the Central Trade Unions had assured full support and solidarity to the proposed strike. All India state Government Employees Federation has also decided to extend full support by conducting countrywide demonstrations on 14th February 2016. Intensive campaign will be planned by the National Executive meeting of the Confederation on 16.12.2016. All the affiliated organisations and C-O-Cs are requested to start intensive campaign and preparations to make the 15th February 2016 strike a grand success.

CHARTER OF DEMANDS
1. Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10th December 2015. (See Annexure-I). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6thJuly 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.
2. Implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015. (See Annexure-I).
3. Scrap PFRDA Act and New Pension System (NPS) and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4. Treat Gramin Dak Sewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS. Publish GDS Committee report immediately.
5. Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits. Revise the wages as per 7th CPC minimum pay.
6. No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.
7. Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-matrix hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.
8. Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.
9. Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to access the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.
10. Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11. Grant five promotions in the service carreer to all Central Govt. employees.
12. Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.
13. Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in Loksabha Secretariat to Drivers working in all other Central Government Departments.
14. Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
15. Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.
16. Ensure cashless medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.
17. Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.
18. Revision of wages of Central Government employees in every five years.
19. Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.
20. Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 in respect of Central Government employees and pensioners w.e.f. 01.01.2016.
21. Implementation of the “equal pay for equal work” judgement of the Supreme Court in all departments of the Central Government.

Struggle is the only way - RBI Governor Statement on 7th CPC issues - Could push its fuller effect into the next financial year rather than this financial year
Dr.
Urjit R. Patel – Governor, Reserve Bank of India has said in a media
conversation has made following observations in respect of Central
Government employees which is published in Reserve Bank of India
website:
1) The disbursement of salaries and arrears under the 7th Pay Commission award has not been disruptive to inflation outcomes.
2)
The extension of two months given to the Ministry of Finance to receive
the notification on higher allowances under the Commission’s award,
could push its fuller effect into the next financial year rather than
this financial year.
The above statement by the Governor, Reserve Bank of India clearly indicates the following:
A)
The 7th CPC effect on the Government expenditure is minimal and
doesn’t have any impact on the inflation and prices and there is scope
for further improvement in fitment formula provided the Government is
ready to consider the staff side demands.
B) The allowances will be revised only after February 2017 and come into effect in next financial year.
Struggle
is only the solution for the Central Government employees to get our
main demands resolved such as revision of fitment formula and
allowances.

Tamil Nadu Chief Minister Jayalalithaa is no more
Her mortal remains will be kept in state at the historic Rajaji Hall on Tuesday to enable the public to pay homage.
Tamil Nadu Chief Minister Jayalalithaa
is no more. Seventy-four days after being admitted to hospital here, the general secretary of the All
India Anna Dravida Munnetra Kazhagam passed away at 11.30 p.m. on Monday. She
did not respond to emergency life support treatment administered after she
suffered a cardiac arrest a day earlier. She was 68.
Late in the night, her body was being
taken to ‘Veda Nilayam’, her residence in Poes Garden in the heart of Chennai.
Officials said her mortal remains would be kept in state at the historic Rajaji
Hall on Tuesday to enable the public to pay homage.
An hour before the announcement about
her death was made, the police strength outside the Apollo Hospitals was
increased and the route from the hospital to her residence was cleared for
traffic. Security personnel took position outside in good measure.
Around midnight Sasikala Natarajan, her
trusted aide of over 30 years, who was by her side since the time Jayalalithaa
was admitted on September 22, left the Apollo Hospitals for Poes Garden.
Jayalalithaa was one of the country’s
most articulate and determined political personalities and a top film actress of the 1960s and
1970s.
She showed enormous resolve in fighting one obstacle after another since the
time she stepped into the world of politics in June 1982, under the mentorship
of Chief Minister M.G. Ramachandran (MGR), the founder of the AIADMK and her
lead co-star in 28 Tamil films.

The death plunged the State and the
party into grief. AIADMK cadres and other members of the public who had massed
outside the hospital wailed inconsolably, beating their chests, as the news was
announced after weeks of anxiety, which peaked on Monday. The State declared a
seven-day mourning and a holiday for educational institutions for three days.
The national flag and the AIADMK flag would be flown at half-mast as a mark of
mourning.
Announcing her death shortly after
midnight in a bulletin, the Apollo Hospitals referred to the cardiac arrest she
suffered on the evening of December 4 “even while our intensivist was in her
room”. It added: “Despite our best efforts, the Honourable Chief Minister’s
underlying conditions rendered her unable to recover and she passed away at
11.30 p.m. today.”
On November 13, Jayalalithaa had been
moved to a private room after she had miraculously battled multiple health
complications.
A one-time propaganda secretary of the
party and a former Rajya Sabha MP, Jayalalithaa steered the AIADMK since 1989
when the party, which had split into two following MGR’s death in December
1987, reunited under her stewardship. In the last six years, the political
fortunes of the AIADMK soared to a new high with Jayalalithaa leading it to back-to-back
victories in the 2011 Assembly elections, local body polls, the 2014
Parliamentary polls and the last Assembly elections in May 2016.
Since 2011, Jayalalithaa had launched
several public welfare schemes doling out numerous freebies under the ‘Brand
Amma’, such as launching the Amma Unavagam (canteen), Amma Water, Amma Salt —
winning accolades nationally and endearing herself to the masses.

Goa will be First State to go Cashless from December 31, 2016
Highlights
- While cash transactions are not being banned, the move is to encourage a cashless society.
- People will be able to buy perishables such as fish, meat, vegetables or anything else at the press of a button on their mobile.
PANAJI: Goa is
likely to become the first state in India to go cashless from December
31, as people will be able to buy perishables such as fish, meat,
vegetables or anything else at the press of a button on their mobile.
There
will be no need to carry your purse for purchases and the profession of
pickpocketers may become extinct soon, as all transactions will be done
on the mobile. "The money on purchases will be debited to the person's
bank account," chief secretary R K Srivastava told STOI.
One has to dial
*99# from their mobile phone, not necessarily a smart phone, and follow
the instructions to complete the transcation. This system is being
introduced to transfer money to small vendors who do not have swipe
machines. Swiping of ATM and credit cards at shops and establishments
will also continue.
A drive to
create awareness on how to operate the cashless transaction for vendors
and small shops and the public will commence on Monday at Mapusa and
Panaji, in Goa.
While cash
transactions are not being banned, the move is to encourage a cashless
society. Also, there will be no minimum limit on the cashless transfer
of money. Chief minister Laxmikant Parsekar said no fees will be charged
for any of these transactions over the mobile.
Defence
minister Manohar Parrikar on Saturday held a meeting with government
officials and all the major nationalized and private banks. During the
meeting, Parrikar discussed the modalities to implement the cashless
scheme in the state.
Parrikar said at
the Vijay Sankalp Rally at Sankhali on Friday that PM Narendra Modi had
a dream about a cashless society and "they told me that Goa can become
the first state to go cashless".
"One
thing we decided is that whenever India becomes a cashless society, Goa
will become the first. We have to support the prime minister's dream,"
Parrikar added saying that your mobile can become your bank and one can
do anything once he/she has registered her/his mobile number with the
bank under the central government unified payment interference (UPI).
Srivastava said
that Goa has an added advantage to be become the first cashless society
because it is a small state with about 15 lakh population and 17 lakh
mobile phone connections. "We have 22 lakh bank accounts, which means
that one person has more than one account," he said. Most of the people
in Goa use debit or credit cards while purchasing and hence it will not
be a problem to go cashless, he added.
He also said
that from Monday, people will be educated on the cashless transaction
and the exact plan would be finalized on Sunday. Explaining how it
works, Srivastava said that every vendor who registers with the bank
would be given an MMID code.
Once a person
purchases fish, vegetable etc. the customer just needs to dial the
designated number (*99#) and punch in details of her/his account and the
amount the customer needs to transfer to the vendor and then the
customer has to enter the MI code of the vendor to transfer the funds.
Within no time, the money would be transferred from the customer's
account to the vendor's account.
"Everybody should have an account, card and the account should have money," Srivastava said.

Internet banking, Online payments and PFMS to be adopted
Shri M.Venkaiah Naidu launched cashless transaction facility of Visakhapatnam Corporation
As a part of the ongoing efforts to move towards cashless transactions
of all kind, the Ministry of Urban Development has asked all the
statutory 4,041 Urban Local Bodies to shift to e-payments at the
earliest. These cities and towns account for about 75% of the total 40
crore urban population in the country.
Central Government’s message to the officials of these 4,041 urban local
bodies was conveyed by Shri Rajiv Gauba, Secretary(Urban Development)
through interactive video-conferencing. Senior officials of concerned
States also participated during the half day long interaction on various
aspects of ensuring cashless transactions.
State and city level officials were asked to promote internet banking
(RTGS/NEFT), online banking using credit and debit cards for cashless
transactions besides using Public Finance Management Systems(PFMS)
developed by the Ministry of Financing for fund transfer, accounting and
reconciliation up to the level of cities and towns.
Shri Gauba emphasized that all transactions relating to both income and
expenditure of urban local bodies needs to be shifted to e-payment mode.
These include payment of Property Tax, Professional Tax, all user
charges like water and power bills, all kinds of fee and license
charges, online booking of community halls, issue and renewal of birth
and death certificates, registration of shops and other establishments,
enrollment of library membership etc.
Expenditure to be made cashless include payment of salaries and wages to
all regular and contractual employees, all contract and work relate
payments, procurements, beneficiary payments like social security etc.
City governments were asked to take up necessary infrastructure and
capacity building, awareness campaigns for opening of accounts for
employees of all categories and their family members.
States have been asked to adopt Public Finance Management systems (PFMS)
up to city level to enable transfer, accounting, reconciliation and
monitoring of transfer of funds under various government schemes.
To illustrate the transaction volumes, 59 cities have collected tax
revenues of Rs.1,722 cr during November so far including dues payable.
These include; Ahmedabad-Rs.187 cr, Bhopal-Rs.27 cr, Chennai-Rs.80 cr,
Faridabad- Rs.17 cr, Guwahaty-R.s. 14 cr, Hyderabad-Rs.208 cr,
Indore-Rs.32 cr, Kakinada (AP)-Rs.20 cr, Kalyan(Maharashtra)-Rs.170 cr,
Lucknow-Rs.23 cr, Raipur-Rs.17 cr, Visakhapatnam-Rs.16 cr,
Amritsar-Rs.12 cr, Kanpur-Rs.30 cr, Mumbai-Rs.167 cr and New Delhi
Municipal Council-Rs.84 cr.
Officials from Madhya Pradesh informed that the major 7 cities have
already enabled cashless transactions and all the 378 cities and towns
would do so by March next year. Uttar Pradesh and Goa have reported
using PFMS up to city level and found it to be very useful.
Minister of Urban Development Shri M.Venkaiah Naidu inaugurated such
cashless payment system introduced by the Visakhapatnam Municipal
Corporation and orientation camps for educating citizens on e-payment.
Rs 32,631 Crore Deposited in Post Offices Since Demonetisation - Secretary Posts told PTI
New Delhi: People have deposited a staggering Rs 32,631 crore in nearly 1.55 lakh post offices across the country following demonetisation of Rs 500/1000 currency notes.
The post offices have also exchanged about Rs 3,680 crore of old currency notes between November 10 and 24, Department of Posts Secretary B V Sudhakar told PTI.
"From November 10 to November 24, we have exchanged 578 lakh notes of
value of about Rs 3,680 crore. If you look at the deposits, 43.48 crore
old Rs 500 and Rs 1000 notes were accepted as deposits, and their value
is about Rs 32,631 crore," he said.
As many as 1.55 lakh post offices -- about 1.30 lakh in rural areas and
the rest 25,000 in urban and semi-urban areas -- are playing a
"prominent role" in the entire exercise, he added.
During the same period, Rs 3,583 crore was withdrawn from post offices, Sudhakar said.
Following demonetisation of Rs 500 and Rs 1000 notes from midnight of
November 8, people rushed to banks and post offices to deposit or
exchange old currency notes. Serpentine queues were seen in front of
banks, ATMs and post offices with people lining up to get valid currency
notes.
Those without postal savings accounts were also permitted to exchange
the old notes up to a certain limit in the post offices by producing
their identity cards.
While the window of a fortnight to exchange these currency notes
over-the-counter at banks and post offices ended on November 24, the old
notes can be deposited in bank accounts until December 30.

From 1959 revolution to 5-decade rule: Life and times of Fidel Castro:

Fidel Castro, was a Cuban politician and revolutionary who governed
the Republic of Cuba as prime minister from 1959 to 1976 and then as
president from 1976 to 2008. Politically a Marxist–Leninist and Cuban
nationalist, he also served as the First Secretary of the Communist
Party of Cuba from 1961 until 2011.
The following are some facts about former Cuban leader Fidel Castro.
* Fidel Castro led Cuba for five decades and was the world’s third longest-serving head of state, after Britain’s Queen Elizabeth and the King of Thailand. He temporarily ceded power to his brother Raul in July 2006 after undergoing intestinal surgery. The handover of power became official in 2008.
* In his last years, Castro occasionally appeared in public and in videos and pictures usually meeting with guests. He wrote hundreds of columns for the official media. Stooped and walking with difficulty, Castro was seen in public twice in 2012 and twice in 2013. He was seen in public on Jan. 8, 2014, at the opening of a cultural center, though photos of visiting dignitaries at the Castro home appeared after that.
* Castro holds the record for the longest speech ever delivered to the United Nations: 4 hours and 29 minutes, on Sept. 26, 1960, according to the U.N. website. One of his longest speeches on record lasted 7 hours and 30 minutes on Feb. 24, 1998, after the national assembly re-elected him to a five-year term as president.
* Castro claimed he survived 634 attempts or plots to assassinate him, mainly masterminded by the Central Intelligence Agency and U.S.-based exile organizations. They may have included poison pills, a toxic cigar, exploding mollusks, and a chemically tainted diving suit. Another alleged plan involved giving him powder that would make his beard fall out and so undermine his popularity.
* Despite the plots, a U.S.-backed exile invasion at the Bay of Pigs and five decades of economic sanctions, Castro outlasted nine U.S. presidents, from Dwight Eisenhower to Bill Clinton, stepping down while George W. Bush was in office.
* Castro used to chomp on Cuban cigars but gave them up in 1985. Years later he summed up the harm of smoking tobacco by saying: “The best thing you can do with this box of cigars is give them to your enemy.”
* Time Magazine in 2012 named Castro as one of the 100 most influential personalities of all time.
* Castro had nine children from five women. His eldest son Fidel Castro Diaz-Balart, who is the image of his father and is known as Fidelito, is a Soviet-trained nuclear scientist born in 1949 out of his brief marriage to Mirta Diaz-Balart. Daughter Alina Fernandez, the result of an affair with a Havana socialite when Castro was underground in the 1950s, escaped from Cuba disguised as a tourist in 1993 and is a vocal critic. Castro has five sons with his common-law wife since the 1960s, Dalia Soto del Valle. He also has a son and a daughter born to two other women with whom he had affairs before coming to power.
* Fidel Castro led Cuba for five decades and was the world’s third longest-serving head of state, after Britain’s Queen Elizabeth and the King of Thailand. He temporarily ceded power to his brother Raul in July 2006 after undergoing intestinal surgery. The handover of power became official in 2008.
* In his last years, Castro occasionally appeared in public and in videos and pictures usually meeting with guests. He wrote hundreds of columns for the official media. Stooped and walking with difficulty, Castro was seen in public twice in 2012 and twice in 2013. He was seen in public on Jan. 8, 2014, at the opening of a cultural center, though photos of visiting dignitaries at the Castro home appeared after that.
* Castro holds the record for the longest speech ever delivered to the United Nations: 4 hours and 29 minutes, on Sept. 26, 1960, according to the U.N. website. One of his longest speeches on record lasted 7 hours and 30 minutes on Feb. 24, 1998, after the national assembly re-elected him to a five-year term as president.
* Castro claimed he survived 634 attempts or plots to assassinate him, mainly masterminded by the Central Intelligence Agency and U.S.-based exile organizations. They may have included poison pills, a toxic cigar, exploding mollusks, and a chemically tainted diving suit. Another alleged plan involved giving him powder that would make his beard fall out and so undermine his popularity.
* Despite the plots, a U.S.-backed exile invasion at the Bay of Pigs and five decades of economic sanctions, Castro outlasted nine U.S. presidents, from Dwight Eisenhower to Bill Clinton, stepping down while George W. Bush was in office.
* Castro used to chomp on Cuban cigars but gave them up in 1985. Years later he summed up the harm of smoking tobacco by saying: “The best thing you can do with this box of cigars is give them to your enemy.”
* Time Magazine in 2012 named Castro as one of the 100 most influential personalities of all time.
* Castro had nine children from five women. His eldest son Fidel Castro Diaz-Balart, who is the image of his father and is known as Fidelito, is a Soviet-trained nuclear scientist born in 1949 out of his brief marriage to Mirta Diaz-Balart. Daughter Alina Fernandez, the result of an affair with a Havana socialite when Castro was underground in the 1950s, escaped from Cuba disguised as a tourist in 1993 and is a vocal critic. Castro has five sons with his common-law wife since the 1960s, Dalia Soto del Valle. He also has a son and a daughter born to two other women with whom he had affairs before coming to power.

LESSONS OF THE GDS BONUS STRUGGLE - GDS ஊழியர்கள் போனஸ் 7000/ எப்படி வந்தது??
மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் மாபொது செயலாளர் தோழர் M.கிருஷ்ணன் அவர்களின் விளக்கம்.
1.4.2014 முதல் அனத்து மத்திய அரசு ஊழியர்களுக்கும் போனஸ் உச்சவரம்பு 3500 ல் இருந்து 7000 மாக 29.8.2016 ல் மத்திய அரசால் உத்திரவு வெளியிடப்பட்டது. அதற்கான நிலுவைத் தொகை 7000 ரூபாயும் இரண்டு ஆண்டுகளுக்கு வழங்கப்பட்டது.
ஆனால் அஞ்சல் வாரியம் இந்த உயர்த்தப்பட்ட போனஸ் உச்சவரம்பு உத்திரவை GDS ஊழியர்களுக்கு அமுல்படுத்த மறுத்து விட்டு, GDS ஊதியக்குழுவின் பரிந்துரைக்காக அனுப்பிவிட்டது.
இதற்கு முன் நடராஜமூர்த்தி கமிட்டி, GDS ஊழியர்களின் உற்பத்தி திறன் 50% மட்டுமே உள்ளதால் அவர்களுக்கு 3500 ல் பாதி 1750 மட்டும் போனஸாக வழங்கினால் போதும் என்று பரிந்துரை வழங்கியது. இதற்கு எதிராக அப்பொழுது NFPE மற்றும் AIPEU-GDS அமைப்புகள் FNPO மற்றும் NUGDS அமைப்புகளோடு இணைந்து வேலைநிறுத்தம் உள்ளிட்ட பல கட்ட போராட்டங்களை நடத்தியும் கூட, அப்போதைய துறை அமைச்சரோடு பலகட்ட பேச்சுவார்த்தை நடத்திய பின்பு, அமைச்சரின் சாதகமான பரிந்துரைகளையும் ஏற்றுக் கொள்ளாமல் GDS ஊழியர்களுக்கு 3500 போனஸை மூன்று முறை மறுத்து 2500 வழங்கியது. நீண்ட நெடிய போராட்டத்திற்கு பின்புதான் நிதியமைச்சகம் 3500 போனஸை ஏற்றுக்கொண்டு வழங்கியது.

இந்த முறை GDS குழுவின் தலைவர் கமலேஷ் சந்திரா உயர்த்தப்பட்ட 7000 ரூபாய் போனஸை GDS ஊழியர்களுக்கும் பரிந்துரை செய்தது.
"GDS ஊழியர்களால் நடத்தப்படும் அலுவலகங்களில் வருமானமும் செலவும் சமமாக உள்ளது. அஞ்சல் துறையின் மொத்த பற்றாக்குறை ரூபாய் 6000 கோடியாக உள்ளது. ஆனால் GDS ஊழியர்களால் பற்றாக்குறை என்பது 200 கோடி மட்டுமே. அஞ்சல் RMS அலுவலகங்கள், நிர்வாக அலுவலகங்களில் ஏற்படும் வருவாய் பற்றாக்குறையை பார்க்கும் பொழுது GDS ஊழியர்களின் வருவாய் பற்றாக்குறை என்பது மிகவும் குறைவானதே என்று எடுத்துக்காட்டிய பின், GDS போனஸ் கோப்பு அஞ்சல் வாரியத்தால் நிதியமைச்சகத்திற்க்கு அனுப்பப்பட்டது. விரிவான ஆய்விற்க்குப்பின் நிதியமைச்சகத்தின் ஒப்புதல் பெறப்பட்டு அஞ்சல்துறையால் 27.10.2016 அன்று GDS ஊழியர்களுக்கு 7000 போனஸ் உத்திரவு வெளியிடப்பட்டது.
NFPE மற்றும் AIPEU-GDS சங்கங்களின் பங்களிப்பு
NFPE சம்மேளனத்தின் மாபொதுச்செயலாளர் தோழர் RN.பராசர் மற்றும் AIPEU-GDS-NFPE பொதுச்செயலாளர் தோழர் R.பாண்டுரெங்கராவ் இணைந்து FNPO மற்றும் NUGDS அமைப்புகளை இணைத்துக் கொண்டு GDS ஊழியர்களுக்கு எதிராக போனஸ் பாரபட்சம் காட்டப்படுவதை கண்டித்தும், அனைத்து கேசுவல் மற்றும் பகுதிநேர, கண்டிஜன்ட் ஊழியர்களுக்கு 1.1.2016 முதல் உயர்த்தப்பட்ட ஊதியம் வழங்க கோரியும் பல இயக்கங்களுக்கு அறைகூவல் விட்டன. கோட்ட, மண்டல, மாநில அளவில் ஆர்ப்பாட்டங்களும் தர்ணா போராட்டங்களும் நடத்தப்பட்டது. நவம்பர் 3 2016 முதல் டெல்லி தலைமை அஞ்சலகம் முன் காலவரையற்ற உண்ணாவிரத போராட்டமும், நவம்பர் 9 மற்றும் 10 இரண்டு நாட்கள் வேலைநிறுத்த நோட்டீசும் அஞ்சல் துறை செயலரிடம் 20.10.16 அன்று வழங்கப்பட்டது. நாடு முழுவதும் நடத்தப்பட்ட வேலைநிறுத்த பிரச்சார இயக்கத்திற்கு ஊழியர்களிடம் உற்சாக வரவேற்பு கிடைத்தது.
இலாகா - GDS - ஊழியர் ஒற்றுமை .. உடைக்க முடியாத ஒற்றுமையை ஏற்படுத்திய தோழர் ஆதி ED ஊழியரை இலாக்கா ஊழியராக்கு என்ற ஒரே கோரிக்கை வைத்து 1984 செப்டம்பர் 19 அன்று ஒரு நாள் வேலைநிறுத்த போராட்டத்தை தோழர் ஆதிநாராயணா அவர்கள் வெற்றிகரமாக நடத்தினார்கள். 32 ஆண்டுகளுக்கு பின்பு மீண்டும் NFPE, AIPEU-GDS மற்றும் FNPO,NUGDS அமைப்புகள் இணைந்து GDS மற்றும் கேசுவல் ஊழியர்கள் கோரிக்கைகளுக்காக மட்டுமே நவம்பர் -9,10 -2016 ஆகிய தேதிகளில் இரண்டு நாட்கள் வேலைநிறுத்தம் என்ற வரலாற்றுச் சிறப்புமிக்க முடிவு எடுக்கப்பட்டது.
NFPE மற்றும் அஞ்சல் கூட்டுப் போராட்டக் குழு எப்பொழுதும் GDS மற்றும் கேசுவல் ஊழியர்களை விட்டுக் கொடுக்காது, அவர்களும் அஞ்சல் குடும்ப உறுப்பினர்கள் என்பதை இப்பொழுதும் நிரூபித்துள்ளோம். இந்த உறுதியான தொழிலாளிவர்க்க நிலைபாட்டை எவராலும் மறுக்கவோ, மறைக்கவோ, திரித்துக் கூறவோ முடியாது.
அங்கீகரிக்கப்பட்ட GDS சங்கத்தின் நிலை என்ன??
NFPE சங்கங்கள் ஒன்று அல்லது இரண்டு நாட்கள் வேலைநிறுத்தத்திற்கு அறைகூவல் கொடுப்பதை விமர்சனம் செய்யும் திரு மகாதேவைய்யா அவர்கள், காலவரையற்ற வேலைநிறுத்தத்தை மட்டுமே நம்புவதாக கூறும் அவர் இந்த முறை 25,26 - 10 -2016 இரண்டு நாட்கள் வேலைநிறுத்த நோட்டீஸ் வழங்கியது மட்டுமல்ல அதற்கான பிரச்சாரமும் செய்யாமல், போனஸ் உத்திரவு வராமலே திடீரென 24.10.2016 அன்றே வேலைநிறுத்தத்தை விலக்கி கொண்டது எதற்கு என்ற கேள்வியை GDS ஊழியர்கள் கேட்கிறார்கள். அங்கீகாரம் ரத்தாகிவிடும் என்கிற அமைச்சகத்தின் அச்சுறுத்தலுக்கு ஆட்பட்டு GDS ஊழியர்கள் கோரிக்கைகளை விலையாக கொடுத்து விட்டார். திரு மகாதேவைய்யா அவர்கள் GDS ஊழியர்களை சில காலம் ஏமாற்றலாம், எல்லா காலத்திலும் ஏமாற்ற முடியாது என்பதை ஊழியர்கள் உணர்ந்து கொண்டார்கள்.
NFPE, AIPEU-GDS மற்றும் PJCA நிலைபாடு:
திரு மகாதேவையாவுக்கு வந்த அதே மிரட்டல் NFPE/AIPEU-GDS மற்றும் PJCA வுக்கு வந்தாலும், GDS மற்றும் கேசுவல் ஊழியர் பிரச்சனைகள் தீர்க்கப்படாமல் நவம்பர் 9,10 இரண்டு நாட்கள் வேலைநிறுத்தம் நடந்தே தீரூம் என்ற உறுதியான நிலைபாட்டை PJCA எடுத்ததின் காரணமாகத்தான் 27.10.2016 அன்று GDS ஊழியர்களுக்கு, உயர்த்தப்பட்ட 7000 போனஸ் உத்திரவும், கேசுவல் ஊழியர்களுக்கு 1.1.2016 முதல் புதிய ஊதியம் வழங்கிடும் உத்திரவு இதற்கு முன்பே வந்தாலும், இந்த உத்திரவை அமுல்படுத்தாத அனைத்து மாநில CPMG களும் கறாராக அமுல்படுத்திட மீண்டும் கடிதம் அனுப்பிட இலாக்கா ஏற்றுக் கொண்டது.
GDS-ஊதியக்குழுவும் - NFPE/AIPEU-GDS பங்களிப்பும் :
NFPE மற்றும் AIPEU-GDS அமைப்பும் GDS ஊதியகுழுவிடம்விரிவான எழுத்துப்பூர்வமான அறிக்கையை கொடுத்துள்ளது. இந்த அமைப்பின் பிரதிநிதிகள் குழு GDS ஊதியகுழுத்தலைவர் திரு.கமலேஷ் சந்திரா அவர்களை மூன்றுமுறை நேரில் சந்தித்து நேரடி சாட்சியம் அளித்துள்ளது. அரசு ஊழியர் அந்தஸ்தும், இலாக்கா ஊழியருக்கு இணையான சலுகைகளும் உரிமைகளும் GDS ஊழியருக்கு தரப்பட வேண்டும் என்பதே நம் முக்கிய கோரிக்கை. GDS ஊதிய குழு நவம்பர் 2016 ல் பரிந்துரைகளை வழங்குவதாக கூறியுள்ளது. பரிந்துரைகள் GDS ஊழியருக்கு எதிராக இருக்குமானால் NFPE, AIPEU-GDS மற்றும் அஞ்சல் கூட்டு போராட்ட குழுவோடு இணைந்து வேலைநிறுத்தம் உள்ளிட்ட பலபோராட்டங்களை நடத்திடும்.
கடந்த பதினைந்து ஆண்டுகளாக GDS ஊழியர்களின் பிரச்சனைகளை தீர்க்க முடியாத திரு மகாதேவய்யா அவர்கள் GDS ஊழியர்களின் எதிரி இலாக்கா ஊழியர்கள் என்று சித்தரித்து அஞ்சல் ஊழியர்களின் ஒற்றுமையை சிதைத்து வருகிறார். இச்செயல் மற்ற பல மத்திய அரசு ஊழியர்கள் அமைப்போடு இணைந்த ஒன்றுபட்ட போராட்டத்திற்கு எதிரானது. குறிப்பாக GDS ஊழியர்களின் கோரிக்கைகளை வெல்வதற்கு எதிரானது.
இத்தகைய சூழலில் ஒவ்வொரு GDS ஊழியரும்
AIPEU-GDS-NFPE அமைப்பை பலப்படுத்தும் பணியில் ஈடுபட வேண்டும். ஒன்றுபட்ட போராட்டமே GDS ஊழியர்களின் நியாயமான பிரச்சனைகளை தீர்க்க முடியும் என்பது நிரூபிக்கப்பட்டுள்ளது. இதனை கருத்தில் கொண்டு ஒவ்வொரு GDS ஊழியரும் நடைபெறவுள்ள உறுப்பினர் சரிபார்ப்பில் AIPEU-GDS-NFPE அமைப்புக்கு ஆதரவாக உறுதிமொழி படிவத்தில் கையெழுத்திட்டு உறுப்பினராக வேண்டும் என்று கேட்டுக்கொள்கிறோம்.
மத்திய அரசு ஊழியர் மகாசம்மேளம் மற்றும் JCM (தேசிய குழு - ஊழியர் தரப்பு) பங்களிப்பும் பாராட்டகூடியது. 25.10.2016 அன்று JCM National council கூட்டத்தில் GDS பிரச்சனையை அரசுடன் விவாதித்து உடனடி தீர்வு காண வலிவுறுத்தப்பட்டது.
NFPE, AIPEU-GDS மற்றும் FNPO, NUGDS உள்ளடக்கிய அஞ்சல் போராட்ட குழுவின் போனஸ் போராட்டம் மாபெரும் வெற்றியே!!
