Sub: Suggestions from Erode Divisional Branch(TAMILNADU) regarding implementation of IT 2.0 in DOP

Vanakkam.
First of all , our Union always welcome implementation of technology in the department , since it will be a booster for the betterment in customer service . But at the same time, we won’t tolerate if the administration is initiating the process of CORPORATIZATION/Privatization of the department in the name of TECHNOLOGY since it will pave way for the downfall of the postal department and also the public service (at affordable service charges) will be stopped.
We all know that about the DoT which started the corporate body BSNL in 2000 and just in 20 years, the corporate BSNL board announced VRS plans in 2020.With reference to Dte. Letter no.Tgy-48/6/2022-Technology-DOP dated at New Delhi 110001 the 09.06.2022, our Divisional Union would like to submit the below
POINTS, QUESTIONS AND SUGGESTIONS TO THE POSTAL ADMINSTRATION & THE UNION GOVERNMENT
1. The department is having a vast network (second largest network in the world) comprising of 1.55 lakhs operative level Post offices serving around 5L employees. There are recognized trade unions functioning for the welfare of postal staffs, department and for the betterment of public service. Whenever Introducing/Imposing important Policy decisions/Rulings about the structure of Postal department, the government and postal administration should have discussed with the trade unions well in advance.
2. What is core purpose of allocation of fund by the cabinet approval? Whether it has to be used for the infrastructure management of the 168year old, traditional Postal Department (already under brand name INDIA POST) or the 3 year old IPPB. We can easily categorize the features of Dept. of Posts and the IPPB as below.
3. This issue may also be discussed with other trade unions like FNPO, Associations of IP/ASP/officers, etc.

WHAT OUR FEDERATION MAY SEEK THE ADMINISTRATION
1. Copy of files related to the subjects submitted before the Cabinet approval.
2. Any Influence(either political or from any corporate body) is playing role in the suppressing/abolishing of our largest postal department
3. Copies of expenditure incurred so far, for the technology implementation in department like Network Integration (SIFY), Financial integration (Finacle, Mccamish, SAP, All other Offline software, Portals, etc..)
4. Details of Office space allocated to IPPB, Fund utilized /Expenditure incurred for IPPB, etc
5. Copies of all the important Memorandum of Understanding (MoU) signed by the postal department with the IPPB and other companies in the respect of organizational/technical/Financial /policy level.
6. Why the administration and Government didn’t discuss with the Trade Union concerned before implementing the important Policy decisions regarding the organizational review of the postal department
7. What will be the position of the DOP employees who are being deputed/Designated/Officiating as IPPB staff.
Our Divisional union would like to proudly submit that we (Erode Divisional branches of P3,R3, P4,R4, RMS) have started our first agitation programme (against the CORPORATIZATION methodology in our Postal Department in the name of IT 2.0 Technology” ) as LUNCH HOUR DEMONSTRATION at Erode HPO on 15.06.2022 afternoon. In addition, the following Demands/Resolution which were approved unanimously at the demonstration itself.
RESOLUTION
1. The IPPB may recruit operative level staffs on its own and stop depending 100% over the postal department and the start providing service, do business, earn revenue . Hence Our postal department staffs (especially deliver staffs can concentrate mainly on our core products like Mail, Insurance, money remittance, Banking, etc )
2. The IPPB offices should be vacated from our postal buildings and let it function in a building by paying rental just like other Banks
3. The IPPB may handle fund on its own with co ordination with RBI or MoF so that the postal department can utilize the allocated fund for its own empowerment.
4. All the IPPB technological implementation dictated over the operative level over the postal side should be withdrawn with immediate effect.
5. The Deputation arrangement from DOP to IPPB should not be encouraged hereafter.
6. By utilizing the fund of 5785 crores , The Postal department should use the whole fund for its own development and not IPPB. The Mail services, Money remittance services, Insurance services ,most importantly the POSB Banking services (which is better than the IPPB) which the department is already providing to the general public traditionally may be enhanced by providing proper and uninterrupted infrastructure as below
a. Replacement of outdated System and peripherals and maintaining Annul maintenance contracts for all the 1.55 lakh Pos, RMS and other postal units.
b. Internet connectivity with High speed
c. UPS and Batteries
d. Genset
e. All the data base Server of software used by department
f. MMS vehicles
g. Other items
7. A Full fledged technological Hub/park/Unit/ CEPT/DMMS may be formed (for all the technology used in postal department) may be made functioning in Chennai, Mysore, Bangalore, Kochi, Madurai or any other Metro cities of the nation. We have our own experts in the department and we may use them to improve our Technology rather than Promoting IPPB. As we ALL know that we had our own Meghdoot team at Mysore during the very first technology implementation in the postal department.
Our Divisional union would like to suggest the following Set of Actions which may be discussed at federation Council meeting and please be initiated on behalf of nationwide call to withdraw the implementation of IT 2.0.
SET OF ACTIONS
1. All the employees of our postal department may close their own IPPB Account at once.
2. All the IPPB agents (PA, Postman, BPM, ABPM, etc) should stop/refuse to perform IPPB Agency service immediately.
3. Demonstration all over the nation, in front of all IPPB Branches (which is accommodated within the postal department building)
4. Working with black badges citing the demands
5. Issuing notices to the general public, press and mainly the valuable postal customers
6. HUNGER FAST in front of Divisional/Regional/Circle/Directorate Administrative offices.
7. Indefinite STRIKE
