Sir,

Sub: Widespread of COVID 19 virus among Erode Citizens & Breakdown of normalcy in Tamilnadu – Closure of remaining POs reg

Ref: SSPOs ltr no:ASP/COVID 19/ Dlgs dated at Erode 638001 the 24.03.2020

           

With reference to the above cited ltr, except the following 6 POs, all other POs under Erode Division were suspended wef 24.03.2020.

1.      Erode HO

2.      Bhavani HO

3.      Gobichettipalayam HO

4.      Perundurai SO

5.      Erode Collectorate SO

6.      Karungalpalkayam SO

Our Union thank our SSPOs  for the steps taken so far the for  safety of our staff and General Public from the spread of Deadly Virus COVID19.

On 24.03.2020 Our Honourable Prime Minister has announced/directed/adviced to the citizens of India to stay in Home for the next 21days to avoid the spread of deadly virus. Also  State Government of Taminadu had clamped 144 throughout the state from 24.03.2020 and ordered that the members of public not to leave their houses. It Has been ordered  to adhere social distance and normal life has to be paralysed up to 31.03.2020. As the spreading of the CORONA virus is in the third stage and it is afraid that there is every possibility of proning to infection while dealing with the public.

It is to be noted that Erode District is the one among the 75 districts ordered by the Central Government that need to be totally LOCKED DOWN from the very first instance. Every district border has been Blocked . In Our Erode ,the following  Borders were already closed.

1.      Asanur

2.      Bannari

3.      Kodumudi Noyyal

4.      Nerinjipettai

5.      Vendipalayam

6.      Varapalayam

7.      Punjai Puliyampatti

8.      Bhavani Sagar

9.      Kolappalur

10.  Lakshmi nagar

11.  Vijayamangalam.

Also the Bridge connecting Erode and Namakkal have been blocked in this regard. Many of the areas under Erode District are getting sealed now and then since there was CORONO VIRUS POSITIVE CASES reported/doubted. So far the following areas are SEALED.

a.      Sultanpet Mosque (Situated in a 1.3 Km radius from Karungalpalayam SO)

b.      Majith street

c.       Kongalamman Koil street

d.      Kollampalayam (Situated in a 2km Radius from Erode HO and most of our Staff/Customer residing in this locality)

e.      Ellai Mariamman koil street

f.        New Majith street

g.      Krishna Theater locality

h.      Kodumudi

i.        Mylambadi

Also the number of CORONA affected cases is rising in numbers every minute. At this juncture some of the officials are been ordered to look after duty in the above said  POs. Those who have already attended duty in the said POs on 24^th and 25^th March 2020, have reported the following Issues

(i)                 Due to the implementation of Section 144, there was no Public/Private transport. But there was NO SPECIAL ARRANGEMENTS  made by the divisional administration  for the TRANSPORT (Fully Sanitised and with the maintenance of Social Distance within the vehicle) of officials from their home to Office and Vice Versa.

(ii)               During their travel to/fro from their allotted office, the officials were questioned by the Police for not having any CURFEW PASS from the competent authority. In some areas, The police are giving lathi charges to those who violate the State and Central Government orders for coming out of their Home.

(iii)             No Health Personnel with THERMAL SCANNER was made available in any of the above said POs . Hence None of the People (Official Himself/Co Workers. General Public/Inspecting officers,etc) were get scanned before entering the PO . This might pave way for the spread of deadly disease among both the staff  and Public.

(iv)             No N95 Mask(Suggested by medical experts) is being Provided to the staff. Minimum 3 sets of N95 Respiratory masks are needed per staff per day.

(v)               Some of the Hand gloves and Sanitizer supplied to the staff were in Poor Quality. Minimum 3 set of Quality Hand glooves and One alcohol based Sanitizer is needed per staff per day.

(vi)             In some POs, Customers are Not provided with proper Handwash. Minimum @ alcohol based Hand wash is required for each office per day.

(vii)           No Police security have been provided to the POs for issues like Crowd management and other Law/order matter.

(viii)         As some of the above said  PO buildings were very small Counter halls(Ex.Erode Collectorate SO) , The Social Distancing between the Customer and Staff is a very big doubt. Since those POs are not having sufficient Hall space, it is not at all possible  to accommodate the customers with a Social Distancing.

(ix)              There was no proper approval in advance for the expenditures incurred towards the arrangement for Social Distancing across the counter.

(x)                Some POs like Erode HO , Karungalpalayam SO where in a radius of 1 to 2 kms from the CORONA Affected area and also the CORONO virus is also said to be spread through Air. Hence there is a high risk to the staff and the customers who are in those POs. Most of our Staff and Customers are residing in the locality if Kollampalayam which means engaging them in our PO might OUTBREAK the Virus among all.

(xi)              Some of the POs are NOT SANITISED with power sprayers on daily/regular basis.

(xii)            So special arrangement have been done at PO campus to take care of either the staff or customers when they feel ILL suddenly. This might risk the life of both the staff and customer.

(xiii)          Some of the POs where cash is retained on daily basis where not actually provided with any Night Guard or chowkidhar. There is high risk for the cash and other items kept in the PO especially during this CURFEW SEASON.

(xiv)          Most of the Addressee are not co operating with the delivery staff while they attend to deliver the articles to them since the customers are very much afraid and concerned about the spread of CORONA virus to them and their children through our staff.

(xv)            It is also reported  that those officials attended duty where given pressure by both the administration and the customers by urging their needs.

By considering all the above facts and the risk of Outbreak of spread of the deadly CORONA Virus among the staff and Public, Our Divisional Union requests our SSPOs that all the remaining 6 POs (3 HOs and 3 SOs) under Erode division including the above said  POs may be ordered to be closed temporally in the interest of saving the lives of the employees and general public.
