UNIONS TO CONDUCT STRIKE BALLOT BY THE 2ND WEEK OF FEB, 2016 IN VIEW OF THE NJCA’S DECISION FOR AN “INDEFINITE STRIKE”

Dear Comrades,
I am confident, by this time you must 
have studied the 26-point Charter of Demands, submitted by the NJCA to 
the Cabinet Secretary on 10th December, 2015, circulated vide NJCA’s 
Circular No.NJCA/2015/7th CPC dated 11thDecember, 2015.
As per decision of the NJCA, the 
following programmes have to be successfully observed by all your 
affiliates all over the country.
- 30.12.2015 Holding demonstrations and hand over copy of the NJCA’s letter dated 10.12.2015 to the Head of the Office for onward transmission to the Cabinet Secretary, demanding for immediate settlement of the issues.
 - 19-21.01.2016 3-day dharna in all the State capitals and industrial centers/ establishments for educating and mobilizing the employees.
 
In
 view of the NJCA’s decision for an “Indefinite Strike”, on the above 
cited 26-point Charter of Demands, commencing in the 1st week of March, 
it will be essential that, AIRF, NFIR, AIDEF, INDWF and Confederation of the Central Government employees should conduct strike ballot. It will be quite appropriate that strike ballot is taken by the 2nd week of February, 2016.
The
 NJCA will meet and decide about the date of issue of the Strike Notice 
and also about the date of commencement of the Indefinite Strike. In the
 meantime, all out efforts may be made to build up pressure on the 
government, so that a negotiated settlement can be reached on our 
demands.

Sub:     Special Campaign under Swachh Bharat Mission from 18th to 27th December, 2015.
Respected Sir/ Madam,
As
 you are aware, Government attaches great importance to the need for 
improving cleanliness including in the Government offices. Under Swachh 
Bharat Mission, Circles and field units have been undertaking Action 
Plan for furthering the cause of cleanliness. Futher, special focus 
needs to be given to the regular cleaning and proper upkeep of office 
premises, review and weeding of records and disposal of obsolete and 
unused items as well as repair, paining and sprucing of the street 
letter box and Post Office signage etc.  Digitization of records and 
documents would also ensure tidy workspaces.
             Now Government of India had decided to observe a Special Campaign in all Ministries/Departments from 18th to 27th December, 2015.  Accordingly, a day to day Action Plan for the said Special Campaign is enclosed compliance.
           
 The undersigned is directed to request you to forward Action Taken 
Report (attached) from time to time as mentioned therein as per the 
enclosed format including through email(estatesdnsbm@gmail.com). You are
 also requested to forward some good photographs of before and after 
action taken for uploading in social media and website.

Is attendance compulsory for CG employees on the implementation day (01.01.2016) of the 7th CPC recommendations
Is attendance 
compulsory for Central Government employees on the implementation day 
(01.01.2016) of the 7th Pay Commission recommendations?
Central
 Government employees are wondering if there will be any consequences of
 taking leave on January 1, 2016, the date of implementation of the 7th 
Pay Commission report.
The 
recommendations of the 7th Pay Commission regarding the salaries and 
perks for the Central Government employees will come into effect from 
January 1, 2016 onwards. Many are curious to find out the connection 
between the date of implementation of 7th CPC and reporting to work on 
the day.
Normally, the 
date of joining work, date of getting the promotion, date of receiving 
the increments, transfer date, and retirement dates are very important 
for a Central Government employee. In the average service period of a 
Central Government employee, he/she is likely to witness two or three 
Pay Commissions. Keeping this in mind, it would be better to not absent 
oneself on January 1, 2016.
“All Central Government employees are advised to report to work on January 1, 2016 (Friday).”
“This is especially so for those who are on long leave. It will help them avoid a lot of problems in future.”
“If 01.01.2016 is announced as a holiday, it will be better to report to work the next day.”
If the 
recommendations of the 7th Pay Commission are going to be implemented 
from 01.01.2016 onwards, then the employees will have to come to work 
that day to accept these recommendations. If he/she is absent on the 
day, then the day they return to work will be treated as the day they 
had accepted the new recommendations.
If an employee 
not to report on the date of implementation, this could delay the 
benefits of the 7th Pay Commission. This could also cause financial 
losses too due to pay revision as per the recommendations of new pay 
commission.
According to 
existing rules, in order to qualify for the annual increment, an 
employee has completed 6 months or more in the revised pay structure, as
 on 1st July. A delay of even a single day could deny you an increment, 
as per the rule.
It is not easy 
to calculate the date of promotion for Central Government employees. 
Normally, promotions are granted with retrospective effect. Let us 
assume that the promotion was given with effect from 01.01.2016. Not 
reporting to work on that day could cause a number of problems.
Since the 
government rules are bound to be changed arbitrarily, one can never be 
sure of the kind of troubles it could cause them. Therefore, it is 
better to go to work on 01.01.2016.
The 
recommendations of the 6th Pay Commission were implemented on 
01.01.2006, a Sunday. Therefore, the next day was taken as the 
assumption date. One might remember that the government had issued 
another order to avoid the confusions that resulted due to this. (Click to view the order)
Even those who 
are on long leave for any particular reason are advised to report to 
work on January 1, 2016 at least and then continue with their leave. 
This will help them avoid a lot of problems.
